Russia has been limiting flights to Turkey since April 15. In mid-May, a Turkish delegation including Tourism Minister Mehmet Nuri Ersoy met with Russian authorities in Moscow to discuss the matter .

Sides had agreed on a delegation from Russia to visit Turkey and inspect the measures.
